In the scenario editor, you can set AI aggressiveness for specific civilizations. For example, you can make France more aggressive or peaceful in this scenario. When creating a new game, you can also adjust AI aggressiveness for all civilizations. Additionally, in the Governments file, it's possible to increase AI aggressiveness. For instance, Hordes will be more aggressive in the game.
