This would be useful mostly for historical scenarios, for example for fitting more countries in the HRE, as well as reducing the amount of provinces in lands that haven't been colonised yet, as well as tribal territory, so the game runs smoother. And for modern scenarios, reduce the amount of provinces in regions like Germany, as the HRE doesn't exist anymore so there's no point on having too many provinces there, and instead increase them in the regions that previously …
