In the recent 'Nukes' video, the result of using nukes seemed underwhelming. Using a nuke should be a game-changing event with irreparable consequences for diplomacy, war, and economy. Will this be altered from what we saw in the video?

Can missions change the Leader/Advisor to a specific one? For example, the events with the defeat of Napoleon, the ruler of France changes to Louis XVIII?
