This was a real problem in AoC2, when it was impossible to place armies in the scenario editor that did not belong to the civilization that controls the province (in addition, only the size of the suzerain's army could be changed in the territory of the vassals). I think this question is quite relevant, especially for those "old-timers" who follow the game for several years and still call it AoC2 instead of AoH2. In particular, will new patches be released? There are still some bugs that sometimes show up.
