How do i create an event that gets activated when the country annex a territory?

You can use the "controls province" condition however this doesn't differentiate between an occupation and annexation. So to ensure your event only gets triggered in case of annexation, use the "have a core" condition then select the provinces that are supposed to be annexed. When the target country occupies these territories it won't fire the event, but if it annexes them, that includes assimilation (which makes these provinces cores for the target nation), it will activate the event.
