How do I define a nation's standard ideology (or form of government)?

Take the case of the United Kingdom: its standard ideology is the monarchy. That is, as soon as you select it it comes in monarchical form.

How can I do this with an existing nation (Soviet Russia, for example, is democratic) or with a customized nation?

well in game editor you can go to civilizations and create a civilization that includes the tag of the ideology ex: "rus2_c" to remove a nation aka rus2 either just edit rus2 to rus2_C or delete it from the game/civilizations file

I did something like that. I went to the "civilizations editor" folder and put the ideology tag on all the files that contained the name of the country (I did it so as not to make an error because it has different files) but it still didn't work. 😕
