How do you make a mod for AOC

I am still somewhat intrested to find out how to make a AOC mod.
With the imagines i get it but how do you add new scenarios, countries etc?

If you know any tutorials on youtube about this you can link it here.

 

Note for people who will say "I use ___" this is not helping has i am not asking what tools should i use i am asking how the code works so i can make a mod for it
