The surprising thing is that it was my most lasting job. No one thought of making provinces so small, that I even planned to make the Maritime provinces smaller. It was a pain for the player to spend every turn in the Marine province.

Some countries have too many provinces. It would be better if all countries were similar to the number and form of provinces like Romania or Greece. It takes too long to conquer a country.

In truth, you are right. since one is too weak to create more provinces, and in fact as shown in an old capture. Libya had around 300 provinces, the countries would be too powerful and difficult to conquer.

 

Imagine the United States, or worse yet, Russia. They would have had more provinces than the base game, and they would literally be powers when starting a scenario
