Best Stats for Custom Leaders?

I was trying to make a leader on AOC2 and I don't know what stats that should go into the negatives and which ones shouldn't. It's extremely confusing can you guys help me?

Is the leader based on a real leader or not?

If its based on a real person,make it like how they rule in real life.Did they improve economy,give him/her more good economy stats.

all goes to positive except military upkeep and administration for the best stats
