How can I do if I want to create a scenario with hight revolutionary risk

I've created a new scenario and I want to start the first turn with hight revolutionary risk in some provinces. I've set the level of happines to 0% and starting money very low, but when I start (exspecially if the nation is very large) it creates the same nation but with another government and no rebels. I've made a scenario of the fall of the western Roman Empire. So I put some cores and set happiness to 0% but when I start the w. roman emp. splits in another western roman empire and there aren't any rebels.

Maybe you put more than needed provinces on low happiness ? Because if people start a revolution in another old countries' provinces, it instantly turns into that country. But that's not likely the problem, because this kept happening to me too. I was playing as Albania, and US literally took every province in the America continent. After some time, some rebels started popping out. But for a reason, Only Brazil and Uruguay automatically got their country back, instead of starting as rebels. You can think it was because US didnt have enough points to take those provinces, but Brazil was completely destroyed so it had to start again as rebels. This looks like a problem with the coding of the game, or you can just try another method such as adding events. Instead of creating Rebels, you can add a new country, since I think you're trying to give the player time before revolution starts, you can add an event like this : Rebels will take this province after 10 rounds, or Rebels will declare war on Roman Empire if their relation is lower than 0

And you you can also change cores so for example if you choose Russia go to cores and choose all of Russia add a core soviet union and make it so it has a core of 98% and that decreases stability allot
