How to get all enemy provinces

Hi i started war and i Won. All provinces are under my control but i cant get them all over peace Conference. I dont have enoighenoigh of These "war stars'

How can i get all enemy provinces after war?

yeah i encountered that problem a few times in my playthroughs, i thought that it's like that to balance things out and to make sure it's as hard as possible to win which is smart

There is a tab in the top right corner where you can see which nations are in war with you. Just click on tab which you want and then offer a peace. In case of stars I think that sometimes you can't take all enemy provinces.

If the enemy country takes even one of your cities, the stars immediately go down. So you must protect your borders really strictly. Also its not a bug, its a feature just like DerpoRex says.
