How do i make a new country?

Hello, i want to know how do i make a new country at a scenario, i want to make South Argentina, i already made the normal and the communist flag but, i don't know how to add the country. (Sorry for my bad English)

Y buscas tu nación y remplasas la bandera MUY IMPORTANTE que las imágenes sean PNG
