How to convert Civilizations from civilizations editor to civilizations of the game????????

So, im making an map of São Paulo State municipalities and i don't want my civilizaitions editor folder of the game with a LOOOOOOOOT of folders that are civs, so, if is there an tool  or an way to convert those civilizations editor civilizations files into files of civilizations of the official game, i would be a LOT thankful, so if is there a way to do this, please, leave an reply.

go to the editor then game editor and type the civ tag you want for that civ and insert the flag into the flag folder
