Can colonies get independence?

If by colonies, you mean vassals, then yes. However, if you mean a piece of land that you control, then no. The only way for a territory to separate from you is through a rebellion in that region, which only occurs due to low province stability.

Yes they can. If a vassal has bad relations with their master then they'll often try to declare independence which leads to war. If by "colonies" you mean a country's land then thats only possible with events.
