You can change the custom civ flag directly in game/civilizations_editor. Just be sure that it has the same size.

Yes, you can click on editor and make your own city, its not that in depth though

I'm a guest, bit i suggest:

• Ideology editor (i want too make more forms of government...)

• An option to import flags (I think all know why)

• Province editor (woohoo)

• New constructions and military units...

Also a way to edit so only specific nations can colonize.  I don't like seeing Malwa colonizing Siberia that's just weird.
