HRE Goverments

Hello. 

If I add to game goverments like: "duke", "Elector" and "emperor" and give this ideology to civilization what will be have provinces in HRE but is not in this then it will join to HRE?

Probably not or it will crash because the Game will either think it's different or will think it's same which will probably crash
