Given the lack of detail in your request can I suggest the following choices:

Earth 1440 scenario

1 - Malta (one province)

2 - Corsica (2 provinces)

3 - Sardinia (4 ish provinces)

4 - Sicily (5 ish provinces)

5 - Australia (1000 emu filled provinces)

6 - Greenland (who knows how many provinces)

Then just make the rest of the world into wastelands
