In Age of Civilization 2, the Republic of China is a fascist regime of the Qing Dynasty. This makes very little sense, if the ROC changed his polity he would become the Qing Dynasty. I highly recommend making a separate roc tag so you can use it separately.
In my plan, China should have two tags, one representing a Beijing-centered government, such as the Beiyang government, and one representing a Nanjing-centered government, such as the Nanjing National Government.
