There's already capitation system,it's made balanced so it will be close to reality.

So, dude, I played with your engine and laughed a lot because the AI goes extremely crazy. The United States made an union with Taiwan and suddenly became a vassal of Macedonia, mostly because of that nonsensical option in the game to ask a country to become your vassal. I think it would be cooler if this union issue was reduced a bit and maybe even the removal of the option to ask a country to be your vassal, as it doesn't make any sense. Other than that, it is good, it makes alliances that are not even feasible sometimes, although it's not a good option if you want to make a more historically accurate AI.
