It seems to me that we need to start with the simplest,rather, add different levels of diplomacy,Which will open depending on the time of the scenario or the technologies researched. For example, if there is some scenario from 1000 BC. e. with tribes, then only basic actions such as bringing gifts to improve relations,declaring war and concluding peace will be available, and the opportunity to pass may not be agreed upon, because the heads of the tribes care little about who walks their lands, unless they are enemies or raiders. It is also important to have a military theory, because the front line in the Roman Empire or medieval-style armies look stupid in modern times. You can also implement a professionalism system for the army,if it has survived 3-4 battles with small losses, then it can receive personal experience and bonuses, like an experienced one, and general experience, which can improve some positions, such as defense attack,digging speed trenches, mobility, etc.for each unit type.
