Nuclear Policy Laws

I have an idea for a law that is based on nuclear policy, depending on what law you have, you can either be allowed to use nuclear energy only (build nuclear power plants) or both using nuclear energy AND being able to make nuclear weapons/nukes.

In the nuclear policy, there are 3 laws, which 2 can only be chosen after researching nukes:

 

1- No nuclear policy: Civilizations can't build nuclear power plants neither build nuclear weapons nor use them

(The next 2 laws can only be chosen after researching nukes technology)

2- Nuclear energy: Allows player to build nuclear power plants, but cant build nor use nuclear weapons

3- Nuclear Weapons: Allows the player to both build nuclear power plants and build and use nuclear weapons.

 

+ bonus idea: starting laws for each civilization in scenario editor should have the possibility to be set. (for example in modern day scenario Russia and the USA start with nuclear weapons law, but other Civilizations like Germany don't)

 

I would like this, especially the last bonus idea to be added, what do you think ?
