Rulers have characteristics that help or hinder you playing, can born, die, marry. If ideology of civilisation is monarchy, rulers can inherit the throne. One ruler can sit on the throne of several monarchies. Ruler can belong to a dynasty. Dynasties can spreads to the other monarchies and lose them. In short, CK3 system.

This Is Pretty Good Actually, This Can Even Be the Gateway To A Balanced Union System, Where If You Manage To Marry Into A Monarchy And Happen To Inherit Both Of Them You Can either Unite Them Under The Civ U started With, The Other Civ, Or Form A Confederation That Changes Based on Culture, like: Castile And Leon union Is Castile Y Leon (Iberian) Poland And Lithuania: Polish Lithuanian Commonwealth (European) etc... And Even Advisors With Low Loyalty Could Declare Independence If Influence Decreases Too much, And Two Countries Of The Same Culture Can Form the Country Via Union, Example: North Korea And South Korea Form Korea
