Relations between countries at the beginning of the game

Is it possible to make the relations between countries not neutral at the beginning of the game, as is the case in AoH2? This leads to a situation where each gameplay is no different from each other at the beginning. I think that realtaions should be random between +50 and -50 (if max is 100) or between +500 and -500 (if max is 999) at the beginning of the game
