A small comment by @Matvey.

The problem of overexpansion and absurd technological imbalance can be solved in the following way:

1. Administrative efficiency. The conditional number of provinces that the state can control without defabs on the cost of laws / advisers /technologies, etc., etc. (then events/missions/ laws/technologies that slightly increase the limit will be needed) It is also possible to make the cost of provinces in this limit uneven due to different populations and economies (it is possible to balance the building to reduce the influence of the province on the management limit)

2. The difference in technology can be corrected with two innovations. Firstly, technologies from an earlier era than the current one for the year of the game decrease in value, and from the next era they become more expensive. Secondly, countries that are close by land and sea, as well as countries with diplomatic relations, can receive a small bonus to the technologies already studied.

Yes, and some countries can be given bonuses in different areas at the same time: the army, technology, population and some others. Thus, each civilization will not be an empty dummy like all the others, but of different colors, but will carry a specific goal throughout the game.

You can also give out one-time bonuses up to a certain time using events. Countries will receive them randomly, or they may receive them due to the insufficient level of any buildings or technologies. For example, in the Middle Ages, a gang of bandits may appear, they get it because of insufficient security or for some other reason.
