Goverment approval will depends on:

1. Random events, in which citizens or peasants making some crime, that make the goverment in people eyes more uneffective. Event can struct like this:

in city_name profession_name do some crime, we need to punish them!

profession_name can be: workers, peasant, citizens, etc.

2.  Country's Decisions, that will encrease the goverment approval. For monarchy it can be named as "king of the people" and encreasing approval by ten. Cost of this might depends on country's province count: every 15 provinces will encrease cost of decision in x1.2.

What do goverment approval:

If country approval is lower than 50. There is a risk, that country leader can be assassinated.

If approval is 0. Civil war will breaks out.

By the way I have suggestion, that if your opponent have no army, you will instantly gain a 100 victory points and can to conquare them.

Civil war participants will divide like this:

Old goverment 45% of army and territories

New one: 55% of army and territories.

If in country there is a not native population, them will took the territories and be neutral in civil war.

Good idea, but what crimes will there be that will make the government more ineffective in the eyes of the people? And who will get the territories of the non-native population?

The goverment approval this is a mechanic, that in other words shows a chaos in country. If approval is low chaos will happen if approval is strongly high — will not

Random event can make this more interesting, because great empires, in which core population is lower than any non-core might colapse. WOW. In second part you can assimilate the whole world and rebelions can't stop you.

Approval rate could be changed by actions of the player/ai:

Big economic investments, the player/ai having more buildings/ upgrading them, winning wars, etc could change the approval rate positively

Declaring war (depending on the government, the more autoritarian, the less impact declaring war has on approval rate) A economy where the player/ai doesn't invest at all, doesn't have any buildings, losing wars, uprising and war devastation in the core provinces could impact the approval negatively

There could be common events that change the approval rate depending on the decisions chosen that happen randomly through the gameplay that gives the player/ai 2 choices to do

Either a good decision that will change the approval rate positively 

Or a bad decision that will change the approval rate negatively

There could be common events that either have a small or big impact on approval rate, the ones with small impact are more common than the events with big impact on approval rate, however, if there is a big chain of decisions that change approval rate negatively, then it could trigger more events that have a big impact on approval rate.

 

Some of these events could be for example: 

Title: Workers demand more rights

Description:  Many workers across cities have been complaining about the very bad conditions of working, and their low wages, they are demanding better working conditions and a higher wage.

Decision 1: Accept the demands

Effect: additional spending for 2 years (or more): 0.3/0.5/1/2 gold (depending on the size of the economy and population) Approval rate increases

Decision 2: Reject the demands:

Approval rate decreases, +2% uprising

Like losing a war or doing bad with the economy, things like that, or not stabilizing a province enough, they will rebel

High taxes, too much war exhaustion and casualties in wars. Very long wars, Too much population diversity (having different kinds of people in your country) and very fast expansion could negatively affect government approval.

1, excessive war-weariness
2, Lower than expected economic growth over the past year
3, Losses in wars, surrendering in a war leads to lower support over time
4, Provinces in starvation will lower the support level
5, using the highest tax bracket in peacetime for more than a certain period of time, different governments have different levels of tolerance
6, Too low of an economy, your populace has a much lower standard of living than the surrounding countries, and the gap is not decreasing. However if your standard of living is lower than the surrounding countries but you have a high rate of economic uplift then you are not penalized.
7, Reforms lead to a decrease in support, the exact value comes from the structure of your country, serfdom dominated countries will have more resentment towards reforms that abolish serfdom
