Military/Country/Special Medals

Medals that can give special units or Civilization bonuses these medals can go next to country flag and by the general/advisors portraits or they can unlock special technology 

plus you can earn them by completing missions 

I don't know maybe there's more they can do

They should change depending on the era. And the influence of the ruler on Medals is very strong.
I don't want them to be dependent on achievements like in combat like in Sid Meier's Civilization V.

The medals can come and go or if they don't hold their objective they can be token away
