Administrative-territorial division of countries

I propose to add a map view of the Administrative-Territorial Division so that players and states can create their own administrative subjects, autonomies, and in case of dissatisfaction, the subjects can secede from the country. Also, such administrative-territorial units must be created by players using the editor, or selected from the list of all civilizations.

Yes, this has happened, but this is already at the present stage. Yes, the state can make puppets. Like a state, but all the actions by which the actions are subordinated, but still a puppet - an independent power.
Subjects are united along religious and territorial lines. Almost the same thing with vassals. Everyone has their own religion, independent of their overlord, and can enter into alliances against their overlord so that you can move to the throne or simply gain independence. Other vassals of the ruler can also join such factions.

he meant smth like the eyalet system where for example the Umayyads would have egypt as an administrative region where they appoint someone to rule it for them as a governor, im FOR this idea i just think that governors should be able to declare independence with their regions

Yes, I really did not mean puppets as much as subjects. For example, in Russia today there are different types of regions - from ordinary oblasts to republics, which practically became independent states during the crisis of the 90s. That’s why I think that the player should be able to create entities in his country at his own discretion - from autonomous “republics” to ordinary states, regions or oblasts. But at the same time, buffs and debuffs may be present for a different number and size of subjects. It would not be appropriate to divide Germany into one giant entity and one tiny one, or create a northern and southern region in Canada - for this there should be debuffs in the field of management, economy or deployment of troops
