What mechanism in AoH 3 will prevent countries on the other side of the world from declaring war on us?

actually when you don't do any Relations with any country pretty much all Civilizations will declare war eventually on you it really should be fixed like if you want to be completely neutral

This shouldn't be a big problem because irl countries like USA declared war on Germany (who was very far from them) the thing is you can get your army to the other side of the world without any penalties or attrition. An attrition system for units in sea should be added.
