I wonder if the AI will work in such a way that it will also use the laws that the player creates himself in the JSON file, and if so, which rights from one group will be selected most often by the AI?

Will the probability of selecting each law in the group be the same, or will each country strive to introduce the law that is unlocked last?

So in the modern day scenario, after unlocking all technologies, all countries will have the same laws😕

I think that laws should be different in countries, instead of being the same everywhere.

For example, in Iran women have limited rights, but in Europe they have all rights. Military service is compulsory in Israel and Korea, but not in Europe. The United States has different health care law than Europe.

I think it will limit the gameplay if every country strives for the same laws instead of choosing random ones

Laws should take time to be implemented, and not at the same speed in every province. Like laws would be more effective in capital and major cities, and less effective in towns. Laws could take more time in the Mid Ages than in Modern Time. So I propose to add law effectiveness. 

Some laws couldn't be implemented without consequences, like happiness effects, possible revolts, unrest and relations between countries.

Some already suggested to make laws ideology locked. An absolute monarchic nation couldn't adopt democratic laws

Yup, making laws get progressively better as a result of technology is incredibly constricting making variety not possible, and as you rightfully said it will end up with civilizations having the same exact laws with no diversity

Its not really necessary to make it as complex, although that is an interesting concept for sure
