More realistic province population

AOH3 already has a realistic population, but it does not always match with the city population. It's like having in Paris 800 000 rather than more than 2 million. So I propose to have the option to put great cities population, and then put the total population.

Example :

If I want to make the Turkey population more realistic, I have to put on great cities, and then put the total population, which will automatically be set to the rest of the provinces. 

Turkish great cities total : 60 million

The total population of Turkey : 87 million

87-60=27

The rest of Turkey would be set with 27 million inhabitants.
