Possibility to change the country religion

I propose that changing the country religion is possible only when none of our provinces has a religion of our country religion or second possibility is change religion if we lose rebelion.

Example: The national religion of Nigeria is Islam, but, for example, as a result of the war, only provinces with Catholic and local African religions remained within its borders. Then a window appears to change the national religion to one of those present in our provinces

When it comes to religious rebellions, they can lead to a change only to religions that are available in our provinces (so that as a result of the rebellion in Nigeria, Shinto will not become the national religion)
