Separate the forms of government, ideologies and regimes

In recent trailers, we can see that the types of government (like in AoC2) include completely different (from the point of view of social science) characteristics of government: in addition to ideologies (communism, fascism, etc.), there're also forms of government (monarchy, republic and their types), types of political regimes (democracy and dictatorship, which can be implied as totalitarianism or authoritarianism) and other special characteristics: for example, type of administrative-territorial organization (city-state), methods of power sharing (daimyo), other types (theocracy).

This creates a heterogeneity of government types and, among other things, leads to duplication (fascism => dictatorship, monarchy => constitutional monarchy, merchant republic => city-state, etc.).

I think it's worth separating at least the forms of government from other characteristics, such as ideology, because a state with one form of government may differ in all other characteristics from another state with the same form of government

The form of an administrative-territorial organization may be present as a separate law so that it's possible to choose between a federation, a unitary state, a city-state and a trade confederation, with various bonuses and restrictions for each of them
