Here's a board I made a long time ago, I will post some information step by step, or it will be too onerous. It resumes all ethno-linguistic groups that could be in.

 

It is now modified ; Samoyeds and Yukaghirs are now in Asia, and Caucasians in Europe.

Maybe Add Them To The Scenarios As cultures Change Wouldnt Make sense to Have a nation that doesnt change culture england went from Anglo-Saxon to British and surely Not All The 2,467 Nations Appear On Scenarios Right??

That's right, it's like when proto Bulgars become from Urals to Slavs, being a majoritarian group there. This require culture assimilation or more like transition, only if another culture is 75% of the population of the state.
