How to add own Goverment in Age of History 3

will there be a possibility to add scripted advisors and generals via events?

For example: There is year 1530, we play as Poland. We could get event that there is person such as Kopernik and we can hire him. When we agree he become Advisor/gets to the list of possible advisors to hire, and he has some OP boosts we chose in some .json file.
Simple as that

Is 3 the maximum amount of debuff/buff variables we can add for a specific ideology? Could there be more  than 3 or less than 3?

And also are floats such as 1.50 or 1.67 allowed to be used for variables like attack or defence?

For attack and defense it must be an integer.

There is no min/max limit, can be more or less

How to create a government, while putting a determined flag for it, which is applied by every civilization. 

Like socialism, communist flag.

Edit : I see there is a group ID, what does that mean, and for what is used ?

GOV_GROUP_ID probably stands for the ideology, although Lukasz will probably correct me if I'm wrong

Communism has a different groupID than democracy.

In AoH2 and AoH3 this affects opinions between civilizations(if the group is different)
