Time delay between two applied laws

Yes, when civ changing a law, we need to wait to have the possibility to adopt another law between levels in the same category. Howeher, it would be possible to adopt two laws which aren't in the same category (like currency and army).

Example :

 

Levels 

Law time delay to adopt another (example, to be balanced) 

Feudal Levies 

1 

21000 days 

Draft System 

2 

18250 days 

Selective Service 

3 

12775 days 

Professional Volunteer Army 

4 

9125 days 

Professional Standing Army 

5 

 

 

Trigger :

  • Civ x level (name of law) is adopted
  •  

Outcome :

  • Civ (name of law) is reformed
  • Civ law delay is reduced/increased by x%

This feature could bring bonuses for some governments.
