uruguayan province names should get a little change.

hi, today i will explain why some uruguayan province names should be changed, as an uruguayan myself. tl:dr, not representative enough names.

at the left we have the tarariras province, which it should be changed to "colonia", since:

1. the name "colonia" for that area pretty much exists from the 1600's; tarariras' origin is around the 1800's
2. the department of colonia has a name for a reason.
3. colonia is 3x times a larger city

at the right we have punta del este, the name should be changed to "maldonado", since again

1. maldonado is an older city, remounting to the 1750's, punta del este is from the 1860's
2. maldonado is the name of the department too
3. even though punta del este has more tourism and stuff like that than maldonado, the latter is the capital AND the more populated city by 6 times, literally 6 times.

extras:

1. young is "rio negro" (department name) or fray bentos (department capital, most important port in the uruguay river, more populated by 6k people aproximately)
2. achar is "paso de los toros" (more populated, and more representative area; there's literally a brand named after that)
3. minas can still be minas since that used to be the name of the area.
4. population sources and general list of uruguayan cities (hyperlink)

department borders though, they are not and lukas doesn't plan to mess with the provinces anymore.
