Will it be possible to place armies on foreign territory in advance (in the scenario editor)?

Question

This was a real problem in AoC2, when it was impossible to place armies in the scenario editor that did not belong to the civilization that controls the province (in addition, only the size of the suzerain's army could be changed in the territory of the vassals). However, this may be necessary for the realism of custom scenarios. For example, for a conditional scenario about the Caribbean crisis, it's necessary that the US army in European NATO countries and the USSR army in the Warsaw Pact countries can be added (as it was in real history).

Perhaps some alternative method for more detailed scripting could solve this problem. For example, the ability to edit the location of troops in text (via JSON, like events). In this case, it's also worth adding the ability to rename the names of armies through text, (as I suppose they're now randomly generated).

Well, even in this case, such feature would be useful: I suppose that the AI will not return troops in case of war, so such an opportunity would help make more realistic the wars that're already underway at the beginning of the game. Otherwise, the AI would have to spend time sending troops, which is much more difficult if the front is far from the owner of the army.
