Will it be possible to create a union in AoH3?

Question

The conditions should be the fact that both states are monarchies, they have a common border, and high standards.
At the same time, the creation of the union is initiated by a country that is an order of magnitude stronger than the second. An example is the Swedish-Norwegian Union, where the Swedish Crown dominated.

That would be cool, but I think it's worth generally dividing vassals into three types: vassals proper (as they work now), tributaries (can also be meant as dominions, pay a fixed income and cannot be called into war) and personal unions (do not pay anything, but they have the same monarch, and can also be called up to war. In the case of the death of the monarch, the union can be extended or terminated (it can also be terminated by military means), if the union persists for more than 30-40 years, then the uniate can be "inherited" and will be annexed by the suzerain)

Yes, but they will not unite just like that. China will not annex Cambodia (in some century). Perhaps it is worth adding voluntary vassalization without the use of force and an ultimatum. When a large and aggressive one appears near the "small state", the "little one" will want to join the neighbors in their defense. Well, or join the enemy so that no one spends their strength because the outcome of such a war would be predictable.
