yes. If terrotory always at war there population will be very close to zero.

It be very good if captured cities would have a negatie growth rate. And only after some years after war this index will be as normal.

also population growing should be better in plains than in cities it's would more accurate.

Rural = Massive population encrease

Yes, it can be.
