In scenarios like 1444 getting in the top 10 would be insanely hard. How about you have to be a Major Power?

So is this a postscript to the name of the country? Maybe there will be restrictions for "mastodons" in the world at least. So that there is no overexpansion, as in AOC2.

Good idea, civs will be incentivised to form a coalition against a civ if it had a large amount of provinces
