Idea with Ideology Change

Here is my idea of how you could change the ideology of a nation in AOH3:If you have noticed in AOH2, literally changing the type of government changes with all the possible stability in the world. I propose that the laws and reforms give you points of each ideology (as in HOI4) and that these ideology points are necessary to change the government, likewise Lukasz could make a type of chromatic circle of ideologies so that the same ones generate low instability, and the different ones generate a lot of instability

Furthermore, I think that, related to the color wheel, if one ideology is too opposed to the other, the parliament or the leader himself, for example, could refuse to change to that ideology, which could start a civil war or a coup d'état. to be able to take power with that ideology

You are right, but it is worth noting: what kind of democracy did you mean in the example? Socialism is also a democratic ideology. Then let's say from bourgeois parliamentary democracy to Soviet (socialist) democracy. But I'm already nitpicking

The soviet wasn't democratic lol
The soviets (the parlaments) where subordinate to a central power, so didn't have a real power. Socialism normally leads to a dictatorship, because centralize the power and made the state big so the government rule everyone.

Councils are precisely local self-government bodies at individual enterprises and settlements. People themselves elected and recalled deputies from their own circles to higher levels of government. In addition, the power of the people was reinforced by public ownership of the means of production. In private, everything is decided by the hucksters. Direct democracy, as opposed to parliamentary representative democracy. And where is the dictatorship?

Those councils where subordinate to a central power, I literally say it ._. Any decision taken could be vetoed for the organ of above, and those "local self-government bodies", they were arranged by the NKVD and then the KGB (and in Lenin's time, by another secret police whose acronym I don't remember).
Why you think that unpopular ways like collectivization stay on Ukraine, Belarus and Kazakhstan when they literally starve people? Or why the armament production was the main focus, when the people didn't obtain nothing from the war? The growth of the URSS (growth, not development) just translate in better life for rebound, because it turns out that to assemble tanks you require people, which translates into giving work.
Anyway, you just gonna answer with propaganda, probably, saying that the famines were cyclical (as if that means anything, in the Russian Empire to give a close example there was never a massacre of more than ten thousand dead, if a thousand people died it was cause for national scandal), that the gulags were not used as repression, and that everything was flowers and harmony.
That is why the USSR had more tanks than the rest of the nations in the world combined (1941) and saying something against the main ideology translated into imprisonment if not instant murder.

And no, in private it depend in which enterprise and in what role you are, the decisions you could made. In a "public ownership" system, the state have everything so there's no power for the people. Capitalism is not perfect, not even close, but at least it does not require us to defend it because if we think in other way the people above will kill us.
