Because resources in the game cannot be traded and do not directly participate in the construction of various buildings, armies, etc., let oil simply add a lot of bonuses: money income or economic growth speed in the province.

In general, as game progresses, old resources should disappear, and new ones should appear in their place. It would be strange if in the 21st century cheese is still considered a resource. That's ridiculous.
