Will formables require direct control of territory or can you have territory vassalized and still form that country?

Question

This might sound confusing but basically, say you are brandenburg in 1440 in age of history 3. You acquire all of prussia's territory and decide to puppet the grand duchy of posen. Will you still be able to form prussia with posen as your puppet or do you need direct control of 100% of the territory?
