Decentralized governments and Alliances types.

Hello,

On 9th of June, I posted the infamous Centralization and Decentralization topic. But for some time, I thought how decentralized organizations such as federation and unions should be separate from alliances for further reasons:

  • Firstly, these two don't have the same level of autonomy it brings. Members of an alliance have their own army, while constituents of a decentralized government have a common army (except confederation and HRE).
  • Secondly, making decentralized government factions won't make sense, for example, Russia and the USA aren't alliances but federal countries. 
  • Finally, members of an alliance can differ from their governments, but not decentralized governments. For example Belgium and Netherlands are Constitutional Monarchies, but are part of the EU and NATO, contrary to US states, which are all federated states.

 

Before starting the decentralized government tab, here are some new features for both alliance and decentralized government tabs:

  • Leader: The leader is a human representative, which doesn't favor one state. Ex: EU president is Ursula von der Leyen. It also can be a leader of one of its states, it just needs to put the same tag there.
  • Organization Capital: The organization will obviously have a capital city, it can be a capital of one of a constituent or not. Ex: Warsaw Pact capital is Warsaw (logic duh).
  • Laws: A set of laws should be common for all constituent states which limit the freedom of reforms for each member. Obviously, this should not concern every law, and should be considered common at the alliance creation, or by referendum. For example: some EU states have the same currency, €uro. 
  • Government Group ID: Each organization should have a group ID which corresponds to government group ID, it would prevent two opposite countries being in the same faction. Ex: Soviet Union being in NATO. A can only be a part of 1 each type of these alliances unless they contradict each other, being in two different group IDs. Ex: France is in EU (economic) and NATO (military).

 

Decentralized government tab

This tab is similar or not the same as alliance and will concern federations, union and derivatives (confederations, personal unions and HRE). Here, it will be possible to choose the states, the capital state, and potential autonomies.

NOTE: In the scenario editor, it is fundamental to firstly select states, and then the federal government. For example, we select the first European states (France, Germany, Belgium, the Netherlands, etc...), and then the Europe Fed. (the federal government).

(The example is to create the European Federation, I don't like to draw the US state border cuz there are too many straight lines)

As you can see on the bottom in the tab, there is an Autonomy option. This is facultative.

 

Here's the special showcase for each decentralized government. It won't be the same for the federation than for union and derivatives.

Federation:

  • Same state color.
  • Grey border between states.
  • Transparent grey names on states and black border of the federation.

Basically, the names should be transparent, but I don't know how to do this on PowerPoint, so it's ugly.

Union and derivatives:

  • Independent or the same state color.
  • Black border between states.
  • Transparent grey names on states and black names of the confederation.
  • Colored border around the confederation boundaries. (Optional)

Alliances

Let's talk about features concerning Alliances. An alliance is a cooperation between two countries for common actions. This description is for the Traditional Alliance, the basic type of alliance, so now, here are 5 more types of alliance, with unique benefits:

Economic Alliance: A type of alliance with the aim of developing the economic structure. Member countries of an economic alliance agree to participate in the economic growth of the entirety of the members of the alliance in the event of a crisis.

Military Alliance: A formal agreement between nations regarding national security. Member countries of a military alliance agree to participate and actively contribute to the defense of other members of the alliance in the event of a crisis. 

Economic and Military Alliance: A type of alliance that combines economic and military aspects.

Research Alliance: A type of alliance with the aim of sharing the technology tree between the members. According to the power of the alliance, the members will benefit from a research boost.

Religious Alliance: A type of alliance to defend its religion. The religion of the alliance is the one of the Leader, and the only requirement to enter in is to have the same religion as the Alliance. 

 

Alliance often or not always hierarchic based for members. Each member type will have special roles, this is different from states, which don't have such roles as member types:

  • Founding Member: one of the first members, who was involved in setting it up. To create an alliance, the player should select countries that could accept to a meeting. If the player is the strongest country in the meeting, he could impose its conditions to enter in, the conditions would vary by aggressive expansion.
  • Leading Member: the strongest country, must also be a founding member. It can change other countries laws, by meeting with its allies. If it is a military alliance, it would be the only member that could declare war while involving all its allies. The leader is the only one who is able to dissolve the alliance, and to kick members. The debuff to dissolve the alliance is -5 points relation with all members, and to kick a member -15 points relation with the kicked member, and +5 points of aggressive expansion.
  • Normal Member: members who join after the alliance creation. To join the alliance, the country must send a proposal to the alliance leader. Then, there will be conditions to enter, these wold vary according to the alliance leader at its creation. When all these conditions are reunited, a treaty is signed in the following months. 
  • Observer Country: potential members (need to have good relations with the leader, etc...). A sort of sphere of influence. It is still not considered as a member, and only observer countries can enter the alliance.

Finally, one of the most interesting features already present in HRE type is to turn the alliance into a unitary or federal country. The only way to do this is to complete the requirements, similar to HRE, like common currency, policy, etc... .

Here are all possible sequences to archive unification.

    • Land units - Ideas AoH3
      AoH3 will have different types of land units.

      In this topic we will write ideas for new land units. 

       

      So the AoH 3 will have new battle system.


      Representation of the battlefield in the game.


      Land units will be grouped into 3 types. Each unit will have a different recruitment cost, attack, defense, movement speed and upkeep.

      Groups determine the placement of units on the battlefield.


       

      Each unit can be unlocked by researching technology and then upgraded.

       

      Here is the current list of units with upgrades:

      First line:

      Warrior -> Light Footmen -> Heavy Infantry -> Infantry -> Line Infantry -> Modern Infantry

      Hoplites -> Spearmen -> Pikeman -> Elite Pikeman -> Musketeer -> Riflemen -> Mechanized Infantry -> Modern Mechanized Infantry

      First line side:

      Horseman -> Elite Horseman -> Cavalry -> Tank -> Modern Tank

      Second line:

      Archer -> Bowmen -> Crossbowman -> Elite Crossbowman

      Canon -> Field Cannon -> Artillery -> Modern Artillery

      Early Airplane -> Airplane -> Modern Airplane

       

      This is a very early version, so maybe something should be changed?

      Or maybe an idea for a new type of unit with upgrades? I'm waiting for your suggestions.
