Creating a mod using the "codes"(or just "base" idk) from other mods: Can we do it?

Hi guys, I was wondering, can I use the "base" of other mods to create my mod? I'm asking because I'm using the mod "Bloody Europe 1.0" as a base for my mod, "Little Big Italy", but it will have totally different scenarios and a totally different "game map", in fact the mod will be based principally in Italy, and not in the entire Europe. Soo, can I actually do it? Or I will have some sort of copyright problems if I publish the mod using B.E. 1.0, or other problems?

Yes, you could do it.

I don't think you need to worry about the copyright.

There are a lot of mods that use different engines without crediting.

If you think that will cause problems, put it in the credit "Game Engine - Bloody Europe 1.0".
