Negative effects of ideologies on obsolescence

As technology develops and eras change, some ideologies/regimes should acquire noticeable debuffs, since they have already exhausted their progressive sides and now, on the contrary, are stopping development.

That is, if outdated ideologies are preserved, the lag of such a country in economic and scientific development will accumulate over time.
This will avoid the widespread spread of absolute monarchies, nomadic hordes or tribal federations in the 20-21st century

I partially agree with this, but I think that instead of these "obsolete" ideologies getting debuffs, the spread of more "modern" ideologies should increase a separate value that represents the desire for reform within a nation. If this value gets to high the chances of a rebellion breaking out increase dramatically. In order to keep the desire for reform managable the nation would have to either ensure stability and economic prosperity or pass certain reform laws for example, abolishing serfdom, increasing centralization or creating a parliament. If too many of these reforms are passed the nation will automatically change ideology (for example transforming from a absolute to a constitutional monarchy). If the reforms are passed to quickly it could result in a counter revolution and further chaos.
I also don't think this needs to be limited to "obsolete ideologies" but could also be used for other types of ideologies. For example, if many large nations become communist/fascist (and/or thee countries start launching propaganda campaigns) then this will increase the desire for communism/fascism in democratic countries. This could then result in these democracies passing laws that could eventually result in a communist/fascist take-over.
