Flooded land as a special type of wasteland

Because the map is based on our modern world there are several provinces present that did not exist during the medieval scenario's or earlier. The most prominent examples of this I believe are the provinces of Almere and Urk (the latter used to be a small island), the former Aral Sea and also the lowest parts of Mesopotamia and the ancient Lake Moeris (https://en.wikipedia.org/wiki/Lake_Moeris).
I propose that instead of making separate maps for each scenario or century (which would be very inconvenient), these provinces are turned into a special type of wasteland called flooded or submerged lands. This wasteland type would have the same color as water on the map and would be impossible to colonize even with 'allow colonization of wasteland provinces' turned on. It is only through special events, event chains or decisions that that these provinces could become regular land. These could either be decisions to spend resources on reclaiming the land or events in which the land forms by itself. For example:

Reclaim Lake Moeris decision:
[requirements: control the provinces between the lake and the Nile river]
By diverting the water that flows into Lake Moeris we can cause the lake to greatly reduce in size and create new fertile farmland.
[spend a large amount of gold and wait x number of years]
[Outcome: the province is converted from flooded land to one of your own with grain as its primary resource]

The shrinking of the Aral Sea:
[requirements: control a province adjacent to the flooded land]
Due to the diverting of the Syr Darya and Amu Darya rivers the Aral Sea has been steadily shrinking for many years. The water levels have dropped so far that a new part of the lake has become a barren desert.
Option 1: Let us claim this new land (Outcome: the province is instantly colonized)
Option 2: We don't need this useless land (outcome: The province becomes an uncolonized province)
