Im not sure if he ever added it, but say for example a army gets encircled, theres a big debuff and the army will fully get destroyed even the army thats encircled got like 14 divisions, and the surrounding is like 3,5

I doubt this will be possible due to all the neighbouring provinces being captured after a successful siege. 

It leaves no room for strategic developments such as encirclement.

I like the idea though and I would love for it to be added
