I recommend you play in the 1936 scenario.

Is there any way to unite japan without declaring war on each country one by one?

Don't know (I still don't have the game 😛 ). Without the ultimatums, I guess is not (?).

Oh, yeah I think there isn't. There is a way to do it in hre but not japan appearently. But also for earlier dates, I recommend not starting with any hre member or japanese daimyo because japan is harder (because it has a lot more micro management given that you only have a few provinces) and hre has additional mechanics that a new player shouldn't deal with.
