Federated HRE

Make HRE-alliance model into a federation,  the HRE model would be more than just an alliance, states or civilizations that are drawn into the HRE are automatically became vassals, protectorate (defense treaty), non-aggression treaty, economic union (they would share the same gold treasury, more state=more gold), and electable universal leader (could be president, emperor, king, protector, etc), also playing as states that are within the federation would allow us to jump between civilizations and play as more than one civilization within the HRE, since this federation model would make HRE type alliance a civilization-alliance, so declaring war and signing treaty with civilizations outside the alliance would be done collectively on behalf of the HRE, different allied civilizations can have its own government/ideology, capital,religion , provincial management, leaders, and could declare independence or annex other HRE civ territory (with reforms done by the alliance). states/civs outside the alliance can also apply for membership and once it's joined, players will play as the HRE including the admitted state/civ.

So the any HRE-type alliance will be more playable as if it's a civilization, a supranational one.

Edit: HRE federation could make another civ/state out of the territories of allied states and can decide its roles (elector/prince/non-prince)
